Joe Fisher, CEO & Founder
Joseph A. Fisher, a Washington, D.C. native and first-generation college graduate, is the founder and CEO of First Generation College Bound (FGCB). Raised in public housing, Joe earned a track scholarship to The Catholic University of America, where he became a two-time NCAA All-American and received a B.A. in Elementary Education. He later earned a Master’s in Urban Education from Morgan State University.
Joe began his career as a middle school teacher in Howard County and spent over 40 years coaching women’s cross country and track at Catholic University.
While teaching, he recognized the barriers many low-income students face in accessing higher education. In 1990, he founded FGCB, starting with just 10 students and door-to-door outreach in public housing communities. Today, FGCB has helped over 2,000 students attend college.
Under Joe’s leadership, FGCB focuses on college affordability, ensuring students receive need-based aid and graduate with minimal debt. He also advocates statewide policy reform through his role as Chair of the Maryland Alliance for College Affordability and Equity.
Joe’s leadership is guided by values including integrity, humility, empathy, and servant leadership. His dedication extends beyond office hours—he personally advocates for students with colleges and financial aid offices to ensure they stay on track for college success.
Honored with awards like the Catholic University Alumni Achievement Award and the Windcall Residency, Joe remains deeply committed to his mission. For him, FGCB isn’t just work—it’s a calling to change lives through education.
